Bordereau d’Identification Electronique de Traçabilité des Cargaisons

All maritime shipments with final destination to Gabon shall be regularized by a Bordereau d’Identification Electronique de Traçabilité des Cargaisons. Generally called BIETC

BIETC certificate is a necessary document as from 25/05/2011 requested by circular N°0065/MT/CGC/DG/DTSOM/IOS. Each B/L must be accompanied by a Bordereau d’Identification Electronique de Traçabilité des Cargaisons.

Additional documents

Used vehicle Importation:

  • Copy of purchase invoice of the used vehicle or equivalent document
  • Copy of the title certificate showing the first registration date
  • Copy of the last attestation of the technical control:
    • If a Gabonese citizen resident abroad returns to Gabon please provide the Embassy “Certificat d’ Expatriation” or equivalent document.
Procedure
  • Collect all mandatory documents
  • Check if you are register to BIETC System: http://bietc.cgcworld.com/
  • If you are not registered, please follow the instruction below:
    • Click on the bottom “Access Request”
    • Fill in the form of the application registration in all its parts
    • Transmit the electronic registration by clicking on “Create”
    • Wait the confirmation registration that takes usually 48 hours from the registration date
    • Once your registration is confirmed you will receive the access codes:
      • Username
      • Password
  • Submit your request on-line or by e-mail
  • Access to the system, select the country of loading and request the “Blank printout”
  • Please communicate us the n° of your order of “Blank printout”
  • Wait our feedback with the confirmation order and our invoice
  • Please proceed with the payment of our invoice
  • Wait the BIETC draft for check
  • If the draft is OK you need to login into the system and confirm it
  • Wait the BIETC validated
Bietc Issuance / Validation Deadlines
  1. Prior Agreement Validation
    The prior agreement validation is to be obtained with a minimum of 1 (one) day prior the date of the vessel departure.
  2. Final Validation
    The final validation must be compulsorily obtained within:

    • 10 (ten) calendar days as from the date of vessel departure for European shipments
    • 15 (fifteen) calendar  days  as  from  the  date  of  vessel  departure  for  American shipments

    After the above deadlines, in respect of your country of shipment, the BIETC becomes TIMED – OUT and the system will no longer allow validations.

Attention

Shipments not regularized in time will be subject to penalty at destination.

Restrictions

Used Vehicles

Cannot being imported in Gabon the used vehicle belonging to the following categories:

  • A / B / D  with date of first registration > 5 years
  • C / E         with date of first registration > 6 years
A Motorcycles > 5 anni
B Vehicles which weight does not < Kgs. 3.500,00 ( Max 8 seats) > 5 anni
C
Vehicles which weight does not > Kgs. 3.500,00 (Truck)
> 6 anni
D Vehicles which weight does not > Kgs. 3.500,00 (More than 8 seats) > 5 anni
E Vehicles belongig to categories B/C/D with trailer which weight does not exceed Kgs. 750,00 > 6 anni
Exception
  • Used vehicles equipped for people with disabilities (1 vehicle per person)
  • Used vehicles for collection
  • Used vehicles for personal use, diplomatic, administrative and technical corps (Embassies, Consulates and International Organisations recognised in Gabon)
  • Used vehicles for public works (maintenance, civil engineering, agricultural and forestry vehicles)
  • Used vehicles intended for religious bodies and/or public utility associations
  • Used vehicles for personal use, owned by a Gabonese national residing abroad, in the event of repatriation to Gabon (1 vehicle per person)
  • Used vehicles equipped for the disabled (1 vehicle per person)

Is it mandatory to insert the BIETC number on the BL?

Yes, it is mandatory.

Is the dated copy of the draft BL sufficient to proceed with final validation of my BIETC?

No, we accept the draft to initiate your application. To proceed with the validation we need at least Non- negotiable BL or the OBL scan.

Is it possible to modify my BIETC certificate already validated?

No, once the BIETC is validated it is no possible to revised it. The BIETC could be revised only when it is on draft status.

It is mandatory to register the applicant on BIETC portal?

When I need to give the prior agreement validation?

The prior agreement validation is to be obtained with a minimum of 1 day prior the date of the vessel departure.

How many day from the date of vessel departure I need to have the BIETC validated?

You need to regularize your BIETC:

  • 5 calendar day from the date of vessel departure for African shipment
  • 10 calendar days as from the date of vessel departure for European shipments
  • 15 calendar days as from the date of vessel departure for American shipments
In case of IMO shipment should I present a particular document?

Yes, other than the mandatory documents, you should present the IMDG declaration.

In case of vehicles shipment should I present a particular document?

Yes, other than the mandatory documents, you should present the vehicle’s title certificate showing the first registration date.

Are there any restrictions on imported vehicles?
