To obtain an ECTN/BESC/Waiver what documents are required?

It varies from country to country, however, you will always have to submit the following documents to get started:

  • Draft Bill of Lading(B/L)
  • Commercial invoice
  • Export Invoice (ifincoterm is EXW – FOB – FCA)

Should I apply for ECTN/BESC for the final destination of the goods or for the POD (Port of Discharge)?

The general rule states that a cargo waiver must be issued for the country of final destination.

However, there are some Ports of Landing (PODs) that require BESC/ECTN for both the country of landing and the final destination of the cargo.

What is a B/L?

The Bill of Lading (or bill of lading) is the document that attests:

  • The name and address of theperson in charge of transportation (so-called carrier)
  • The name and address of the sender (so-called shipper)
  • The port of destination and, if named, the consignee of the goods
  • The type, quantity of goods to be transported, as well as the number of packages

The Bill of Lading usually consists of three originals usually accompanied by as many non-negotiable copies for internal or administrative use. In addition to certifying the taking over of the goods by the carrier or its agent, this document assigns the right of delivery of the goods to the port of destination in the hands of the person who proves to be entitled thereto (i.e., the person named in the document as consignee, if the Bill of Lading is named).

What is an FDI – Fiche de Déclaration à l’Importation/ FDI import license?

The Ivorian import license is issued by GUCE – Direction Générale du Commerce Extérieur. This document is required to apply for and obtain a BSC (Bordereau de Suivi des Cargaisons). Country: Ivory Coast.

What is an EXA?

When goods are to be exported outside the European Union, an EX-A document is required.

An EX-A document is an export document required when a shipment, which originated in the EU (or was cleared through customs in the EU), leaves European territory. Thus, these are goods that will not be returned to their origin.

What happens if I do not have an ECTN/BESC certificate when the goods arrive at the Port of Discharge (POD)?

Your goods will not be cleared through customs and may incur fines and additional costs.

INCOTERM stands for “international agreements on the international transportation of goods.” It establishes in a standard way the agreements between the parties and who bears the cost and risk of transportation between the seller and the buyer.

Are there any restrictions on the type of goods that can be imported?

Is it mandatory to include the ECTN certificate number in Bill of Landing (B/L)?

Can changes be made to a certificate that has already been validated?

Yes, but not all countries allow post-validation rectification. Also, for many destinations, corrections are subject to a correction cost.
