The Angolan authorities have confirmed — through MINDCOM communications dated 6 and 20 November 2025 — the adoption of the new DU (Documento Único Provisório – DU-P) format, as established by Decree-Law 126/20.
This update changes the structure of the import license, an essential document for issuing the ARCCLA – Loading Certificate (Certificado de Embarque) and a key component of the ECTN/BESC process for Angola.


What is the new DU-P and why is it relevant?

The DU-P, defined by Decree-Law 126/20, is the provisional import license requested by the Despachante (Custom Broker) of the Angolan importer, based on the final commercial invoice.

Without a valid DU-P, the ARCCLA cannot be issued, and the shipment will not be compliant.
