GHANA – Mandatory SPN (Smart Port Note)

According to the official circular issued by the Ghana Shippers’ Council on 23 December 2025, starting from 1 February 2026 all shipments destined to Ghana must be duly regularized with the SPN – Smart Port Note.

The SPN is the ECTN / BESC required by Ghanaian local authorities and is mandatory for all maritime shipments, regardless of cargo type, origin, or Incoterms.

Failure to comply with this regulation may result in delays, penalties, and cargo clearance issues at destination.

Required Documentation

To start the SPN process, the following documents are required:

  • Copy of Bill of Lading (B/L) (B/L draft is required to initiate the SPN process)
  • Copy of Commercial Invoice stating:
    • INCOTERMS
    • HS Code
    • Country of Origin
    • Value breakdown for CFR / CIF shipments
      (In case of cross-trade, commercial invoice from trader to final importer is required)
  • Copy of Sea Freight Invoice (mandatory if the commercial invoice is FOB or Ex-Works)
  • Copy of Customs Declaration
  • Packing List
