All maritime shipments with final destination to Ivory Coast shall be regularized by a Bordereau Electronique de Suivi des Cargaisons. Generally called BESC o BSC.
BESC/BSC certificate is a necessary document as per Ministerial Order N°0340 MT/CAB of 12/11/2001 and enforced by Circulare N°1297 MEMEF/DGD of 10/11/2005. Each B/L must be accompanied by a Bordereau Electronique de Suivi des Cargaisons.

The Certificate of Insurance is released by the Ivorian insurance companies presenting the final B/L version and import licence FDI (FICHE DE DECLARATION à l’IMPORTATION).
It is indeed mandatory to proceed with the validation.
Yes, it needs to be registered on the OIC (Ivorian Shippers Council) portal. Without the registration the certificate won’t be released and the Importer won’t be able to clear goods at Destination.

The Ivorian import licence is issued by GUCE – Direction Générale du Commerce Extérieur. This document is mandatory to apply for and obtain a BSC (Bordereau de Suivi des Cargaisons).
